这枚铜币中心有一圆孔，以便与旧铜元有所区别，正面中央为纪值文字及弧形线圈，上缘有纪年文字，下缘有与银圆换算关系的文字，背面为方袱型绕以嘉禾图案。此套币作为国家法定货币，计划在全国范围内流通使用。发行之始，银行界尚乐于接受，但民间阻滞，所以流通不广。
